Aarhus splits neatly into two access situations, and which one you are in changes the plan.
The old centre, roughly the area around the cathedral and the Latin Quarter, has narrow streets, some pedestrianised, with restricted vehicle access at certain hours. Buildings here are older, often without lifts. A relay vehicle from a nearby loading point is common, and a hoist may be needed for upper floors.
Everywhere else is far more straightforward. The suburbs, the university district and the newer harbourside developments have modern access, lifts and space to park a lorry. Most Aarhus deliveries fall into this group and are among the easier moves in Denmark.

The authority is Toldstyrelsen, the Danish Customs Agency, and it is Toldstyrelsen you deal with for goods rather than SKAT, which handles tax. The rules are national, so they apply the same in Aarhus as anywhere else in Denmark.
