Norway sits outside the EU customs union, so a shipment from Cyprus is imported rather than moved. That means a declaration, a Norwegian form, and a qualifying period that is twice as long as the EU one.
Norwegian Customs, the Tolletaten, handles the clearance. The transfer of residence declaration for duty-free import of household goods is form RD-0030E, filed at the point of Norwegian clearance.
The condition catches people out. Norway mostly needs you to have lived abroad continuously for at least twelve months and to have owned and used the goods during that time. The EU rule is six months. Anyone moving on from a short posting in Cyprus should check their position before shipping.

Access at the Cypriot end needs the same attention. Paphos hill villages, Kyrenia hillside tracks and the Nicosia old city all need a shuttle rather than a lorry at the door.
Say whether you are keeping the Cypriot property as a holiday home rather than leaving entirely. Confirm the Cypriot side with the Republic of Cyprus Department of Customs and Excise, and use GOV.UK if any leg touches Britain.
