House movers experienced in customs paperwork

This is the paperwork page. Getting it right costs nothing and getting it wrong costs money at a port, which is the most expensive place to discover a problem.

Since the UK left the EU, Cyprus customs treats it as a third country. That changed the route your household goods take through the paperwork. Though not the principle: used personal effects can still come in free of import duty and VAT when you are genuinely transferring your normal residence.

The claim is made on Ministry of Finance form Aπ. 2, presented at any customs station with the supporting documents. The legal basis sits in EC Regulation 1186/2009 and the related Cypriot regulations.

Whether you are delivering to Limassol, Paphos, Larnaca, Nicosia or the Famagusta free areas makes no difference to this. The conditions are national. What varies is timing: clearance at Limassol is usually a matter of days when the paperwork is right, then a road leg of up to about 100 kilometres to the delivery town.

Quick answer: Ministry of Finance form Ap. 2, the declaration of personal property under transfer of residence relief, presented at any customs station with supporting documents. The legal basis is EC Regulation 1186/2009 and the related Cypriot regulations.

🌐 Relocation, removals, shipping

Moving company, removal firm, international movers

Not every enquiry starts in Britain, and the wording shows it. The British word is removals. Elsewhere it is moving, relocation or shipping. Use whichever term you like; the answer does not change.

The conditions, plainly

The conditions, plainly

You must have owned and used the goods for at least six months before the move. This is the condition people most often fall foul of, because a sofa bought for the new house is not a used personal effect.

You must have lived outside the EU for at least twelve months before the transfer.

The goods must arrive within six months before or twelve months after the date you transfer your residence.

The goods must be for your own personal use, not for resale.

New items are declared separately

New items are declared separately

Anything you have not owned and used for six months is treated as a new item, and new items are dutiable. Duty has to be paid before the shipment is released.

This is not a reason to hide them. It is a reason to list them separately and honestly on the inventory, so the rest of the shipment clears while the new items are dealt with. A shipment held because one undeclared item was found costs more than the duty would have.

Send your valued inventory to the mover as early as you can. A good moving company will read it and flag anything likely to cause a problem before the container is packed rather than after it has sailed.

Moving from another EU country

Moving from another EU country

If your goods are already in free circulation in an EU member state, the position is different and mostly simpler. What you need to prove is Union status, using T2L or T2LF documents alongside invoices or bills of lading.

Vehicles are proved the same way, or by the number plates and the original registration document from the previous member state.

Vehicles

Vehicles

One vehicle per family member may qualify under the same transfer of residence framework, subject to the six month ownership condition and to the vehicle arriving within twelve months of the move.

One point worth knowing early: 1st Move International states that where customs do not allow a vehicle in under transfer of residence and it is more than five years old, it cannot be imported at all, even by paying duty. Check your specific case before you commit to shipping a car.

After clearance, registration is separate and handled through the Department of Road Transport.

What relief does not cover

What relief does not cover

A holiday home or second home is not a transfer of residence. Furnishing one is treated on different terms and duty and VAT may be payable on the goods. Say which it is before anything ships.

Plants are restricted and the import procedure is complicated enough that most movers advise against attempting it. Some foodstuffs, alcohol in quantity and a range of controlled goods sit outside the relief as well.

Cyprus calculates duty on the CIF basis, meaning the value of the goods plus the shipping cost. So a low declared value on a high freight cost does not achieve what people sometimes expect.

Coming back to the UK

Coming back to the UK

Transfer of Residence relief works in the other direction too, for people moving their normal place of residence back to Great Britain and claiming relief on used personal belongings. It is claimed before the goods arrive, not after.

The Cyprus to UK removals page covers the return direction. Use GOV.UK for the current position.

Usual questions

What form do I need for customs when moving to Cyprus?

Ministry of Finance form Ap. 2, the declaration of personal property under transfer of residence relief, presented at any customs station with supporting documents. The legal basis is EC Regulation 1186/2009 and the related Cypriot regulations.

How long must I have owned my belongings?

At least six months before the move. This is the condition people most often fall foul of. Because furniture bought for the new house is not a used personal effect and will be treated as a new item.

What happens to items I have owned for less than six months?

They are treated as new items and are dutiable, with duty payable before release. List them separately and honestly on the inventory. A shipment held because an undeclared item was found costs more than the duty would have.

Do I have to have lived outside the EU?

For the third country route, yes: at least twelve months before the transfer. The goods must also arrive within six months before or twelve months after the date you transfer your residence.

Is it different if I am moving from another EU country?

Yes and mostly simpler. Goods already in free circulation need Union status proved with T2L or T2LF documents alongside invoices or bills of lading. Vehicles can be proved the same way or by plates and the original registration document.

Can I bring a car under transfer of residence?

One vehicle per family member may qualify, subject to the six month ownership condition and arrival within twelve months. 1st Move International notes that a vehicle over five years old which is refused under the relief cannot be imported at all, even by paying duty.

Does relief apply to a holiday home?

No. Transfer of residence means Cyprus becoming your main home. Furnishing a second or holiday property is treated on different terms and duty and VAT may be payable, so state which it is before shipping.

How is duty calculated if it applies?

Cyprus uses the CIF basis, meaning the value of the goods plus the shipping cost. A low declared value against a high freight cost does not reduce the figure in the way people sometimes expect.
