Soil is the primary target. Anything that has touched the ground. Bicycle tyres, wheelbarrows, plant pots, sports equipment, camping gear, walking poles, golf clubs.
Plant material. Wicker, cane, rattan, bamboo, straw, dried flowers, potpourri, seeds and bulbs. Wicker baskets and rattan furniture are frequently treated on arrival.
Wooden items. Untreated timber may carry borers. Carved souvenirs and garden furniture are the common cases, and China produces a great deal of both.
Animal material. Feathers, bone, shell, coral, untreated hides and wool with residue.
Food. Effectively nothing gets through. Dried goods, tea, honey, spices, nuts. Declare and expect removal.
Used outdoor items generally. Anything stored in a garage or a garden is worth examining before it is packed.
The declaration. An unaccompanied personal effects form covering the contents. Declaring an item that then needs treatment costs a treatment fee. Failing to declare it and having it found costs considerably more.
Freight is comparable to Australia. The variable is inspection and treatment, which is more likely here than anywhere else and which does not appear in the original quote.

Leaving China. Standard export clearance plus a cultural relics certificate for anything made before 1949. Appraisal takes weeks, so start it early. Chinese carved wooden pieces present a double problem here, since they may need both a relics certificate leaving and biosecurity treatment arriving.
Arriving in New Zealand. An unaccompanied personal effects declaration covering the contents. The questions are specific and the inspection is run against your answers.
Concessions. Used household effects generally enter without duty when you are relocating, subject to ownership and use conditions and your entry status. Confirm your category rather than assuming, because the rules differ between residents, returning citizens and temporary entrants.
Alcohol and tobacco sit outside the concession and are dutiable.
Prohibited items. Weapons and replicas, certain knives, and material subject to endangered species controls. Ivory, some corals and exotic hardwoods are all issues.
Timber packaging. Crates need the correct treatment marking. Without it a crate may be refused, and an unmarked crate arriving in New Zealand is a poor place to discover that.
