Bringing household goods into Malaysia: what destination agents file

Used personal effects can enter Malaysia with relief from duty, and the single most useful thing to understand is that the relief attaches to you rather than to your belongings. The same household entering under three different passes is assessed three different ways, and the declaration is prepared against whichever one you actually hold on arrival.

Clearance happens at Port Klang in Selangor, Penang Port in the north or the Port of Tanjung Pelepas in Johor depending on the delivery address, with Sabah, Sarawak and Labuan assessed separately again under their own arrangements.

What the assessment actually turns on

Your status in Malaysia
Returning citizen, employment pass holder, residence scheme participant or dependant. Each carries its own conditions, and the declaration is built against yours.
How long you have owned the goods
Relief is for used personal effects. Ownership period is part of what makes them used rather than new, and it is a condition rather than a formality.
The state of entry
Sabah and Sarawak assess against their own passes, and Labuan is a duty free territory. Peninsular Malaysia is the straightforward case.
The packing inventory
The list written during packing is the clearing document. Itemised clears faster than vague, which is why the crew's care is your clearance speed.
What is in the container
New goods, company property and commercial quantities are outside relief and belong on a separate declaration rather than mixed in.

What belongs on which declaration

Item Declaration Why it matters
Used furniture, clothing and effects you own Household goods, assessed for relief This is what relief exists for, provided the ownership conditions are met
Newly bought goods for the move Outside relief New is not used, whatever the receipt date says
Employer owned equipment A separate commercial import Mixed into a household consignment it exposes the whole shipment
A private vehicle A separate exercise with its own permit An Approved Permit is required and the arithmetic rarely favours shipping
🚗 Vehicles, and why a destination agent rarely recommends it

The Approved Permit and the arithmetic

Malaysia requires an Approved Permit for vehicle imports, and the duty and excise position on a private car is heavy enough that shipping one frequently costs more than buying the same model locally.

Occasionally there is a reason to do it anyway, usually sentiment or a vehicle that cannot be replaced. Where that is the case it is a separate exercise from the household shipment with its own paperwork and its own timeline, and it should be quoted as one. Most people sell before they leave.

Currency exchange, included

Trusted partners cover currency exchange within the service, with expertise in currency exchange, no hidden fees, 5-star consumer ratings and a competitive exchange rate.

📋 Who prepares the declaration

The declaration is not prepared by us. We are a free enquiry service, and the work goes to one vetted moving company from the AGM Group network, agm.group, which handles both the shipping and the clearance so that one firm answers for the paperwork it wrote.

What people ask a shipping company

Questions people ask about import relief

What does relief actually attach to?

Your status, not your goods. The same sofa entering Malaysia with a returning citizen, an employment pass holder and a residence scheme participant is assessed under three different sets of conditions. Settle which applies to you before packing.

Why are no duty rates published here?

Because they are set by the Royal Malaysian Customs Department and change without notice. A rate printed on a moving website and left there is worse than no rate, because it looks authoritative while being wrong. Your moving company confirms the current position.

How much does the packing inventory matter?

More than people expect. The list the crew writes as they load is the document that clears your goods. A carton described as kitchen items invites inspection; an itemised list clears faster. Read it before signing.

What is not covered by relief?

Broadly, things that are not used personal effects. New goods bought for the move, company-owned equipment, and commercial quantities of anything. Mixing those into a household consignment puts the whole shipment at risk rather than just those items.

Can I import a car?

It is possible and rarely worth it. Malaysia requires an Approved Permit for vehicle imports, and the duty and excise position on a private car frequently exceeds what the same model costs locally. Most people sell before leaving.

What happens if the declaration is wrong?

The shipment waits while it is corrected, and storage accrues daily. It is not usually a penalty situation, it is a delay situation, and the delay is entirely avoidable by settling your status before the container is packed.

Malaysian import requirements are set by the Royal Malaysian Customs Department and change without notice, so confirm the current position with the moving company before shipping. For the United Kingdom side, including Transfer of Residence relief on a return move, see HM Revenue and Customs.
