Shipping to Sabah, Sarawak or Labuan: what customs clearance agents need

People say East Malaysia as though it were one destination. For a household shipment it is three, and they are not interchangeable. Sabah and Sarawak each operate their own immigration authority, issue their own passes and stamp arrivals from the peninsula. Labuan is a duty free Federal Territory with a different position again.

All three sit behind a second sea leg, because there is no road across the South China Sea. Goods tranship at a Peninsular port and complete the journey on a smaller vessel, which is where the extra fortnight on Borneo routes actually goes rather than in sailing time.

Three regimes, and what separates them

What it runs What that means for your goods
Sarawak Its own immigration authority and its own employment and residence passes Relief is assessed against the Sarawak status you hold, not a federal one. Kuching, Miri and Bintulu sit under it
Sabah A separate authority again, not a branch of Sarawak's A Sarawak permit admits neither you nor your goods. Containers land at Sepanggar Bay north of Kota Kinabalu
Labuan A Federal Territory with duty free status rather than its own immigration Easier coming in than a mainland arrival. Harder later, because moving on to the mainland is a fresh import
📋 Settling your position before the packing crew arrives

Four things to establish, in this order

  1. Which state, precisely. Not East Malaysia or Borneo. Sabah, Sarawak or Labuan, because the answer changes everything that follows.
  2. Which pass you will actually hold there. Issued by that state's authority, not the federal one. This is what relief attaches to.
  3. Whether your moving company has cleared into it. Experience of Port Klang is not experience of Kuching, and the two are often quoted by different people inside the same firm.
  4. How often the onward sea leg runs. Not how fast the ocean crossing is. Feeder frequency to your port is what governs the delivery date.

Destination detail is on Kuching, Miri, Bintulu, Kota Kinabalu and Labuan.

📦 Packing for the longer route, and what export packers change

Most of the extra time is spent stationary

Households on this route almost always travel as a part load, sharing a container and paying for the cubic metres they occupy. What differs from a peninsula shipment is not the distance but the waiting, and waiting is the harder condition. Air does not circulate in a stationary container and condensation collects on the walls.

Export packing is the answer: sealed bags for upholstery rather than blankets, moisture barriers on timber, crating for anything with a glass panel. Ask which standard the quotation is written to, and treat a firm that does not distinguish between export and domestic packing as one that has not shipped this way often.

🛡 Who clears it at the far end

The clearance is not handled by us. We are a free enquiry service and the job passes to one vetted moving company from the AGM Group network, agm.group. On this route the useful question is which East Malaysian state they have actually cleared goods into.

What a moving crew gets asked

Questions people ask about Borneo shipments

Is East Malaysia one customs area?

No, and treating it as one is the usual mistake. Sabah and Sarawak each run their own immigration authority with their own passes, and Labuan is a duty free Federal Territory with a different position again. Three regimes, not one.

Why does the shipment take longer?

Because there is no road across the South China Sea. Goods tranship at a Peninsular port and complete the journey on a second sea leg, and most of the extra fortnight is waiting for that onward capacity rather than sailing.

Does Labuan work like Sabah and Sarawak?

Not really. It is a Federal Territory rather than a state, so it does not run separate immigration in the same way. What makes it distinctive is duty free status, which is straightforward coming in and complicated if you move on to the mainland later.

What should I ask a moving company?

Not whether they ship to Malaysia. Whether they have cleared household goods into your specific state, and how often the onward sea leg to your port runs. Those two answers are most of your timeline.

Malaysian import requirements are set by the Royal Malaysian Customs Department and change without notice, so confirm the current position with the moving company before shipping. For the United Kingdom side, including Transfer of Residence relief on a return move, see HM Revenue and Customs.
