Published expat population figures for Malaysia are hard to rely on, because they count work pass holders, scheme participants, students and dependants differently depending on who compiled them. What follows is about geography and access rather than counts.

Not the region. Ipoh and Malacca are each roughly two hours from a port and neither is near the capital in any useful sense.
A condominium, a shophouse and a landed house are three different delivery days at the same nominal address.

Ipoh has grown as a retirement choice largely because of its period bungalows, which are generous in a way that nothing in the capital is. That has a practical consequence: furniture that would never enter a Kuala Lumpur condominium goes in here without being dismantled.
Malacca attracts a heritage crowd who will accept a shophouse that a sofa cannot enter. Both towns are inland or without a container terminal, so goods clear at Port Klang or Penang Port and arrive by road, which is straightforward but should be named exactly at survey rather than described as near the capital.
Households across all of these generally travel as a part load, sharing a container and paying for the cubic metres occupied, priced as set out on shared container pricing.
