The returning-nationals concession is for citizens of Antigua and Barbuda who have lived abroad for a long stretch, generally ten years or more, and are coming home to settle permanently. Students who have studied abroad for three years or more also qualify for concessions on their effects. The aim is simple: let people bring the home they built overseas back with them without paying import taxes on used belongings. Used household and personal effects come in free of duty and ABST, as long as you've owned and used them for at least a year and they're not for resale. That covers furniture, appliances, kitchenware, clothing, books, tools of your trade and the everyday contents of a home. Professional apparatus and workmen's tools are included on the same basis.
What still attracts charges: brand-new items, anything bought on the trip home and shipped as cargo, and goods owned for under a year. A returning national can usually also bring in one vehicle under concession, with its own conditions on ownership and value, which a broker explains. Older R12 and R22 refrigerant gases are banned, so an old fridge or air-conditioner needs checking first.
You apply for the duty-free concession using the returning-nationals application form, which you can download from the government website, supported by your passport, proof that you've lived abroad for the qualifying period and an inventory of what you're shipping.
