The claim is made on CBP Form 3299, the Declaration for Free Entry of Unaccompanied Articles, supported by an inventory in English valued in US dollars. New items, or anything owned for under a year, are dutiable.
Every ocean shipment also needs an Importer Security Filing, the ISF or 10+2, filed with US Customs at least 24 hours before the vessel is loaded; filing late can mean a hold or a penalty. You give a US customs broker Power of Attorney to clear the goods, and first-time movers usually need to be in the country when the shipment arrives.
