It is entirely avoidable and it takes time, not money. Cleaning garden equipment properly is a weekend's work, and doing it a fortnight ahead is far easier than being told on packing day.
A quarantine inspection is not looking for what the international movers packed. It is looking for organic material that could carry pests or disease into the country, and soil is the obvious carrier.
So the items that attract attention are predictable: spades and forks, mower decks and blades, wheelbarrows, plant pots, garden furniture that has stood on grass, walking boots and bicycle tyres.
Cleaning means genuinely clean, not tidy. Blades scrubbed, undersides done, pots washed and dried, boots brushed out. An inspector who finds a teaspoon of soil on a mower will hold the container, and the charges accrue daily.
Overseas movers refuse fuel, gas cylinders, paint, thinners and aerosols, and a shed usually contains several of them. Drain mowers and strimmers completely; a residue in a tank is still a residue.
Living plants are refused by most destinations outright, and seeds, bulbs and soil in any quantity are heavily restricted. It is worth asking early, because people often assume a favourite plant can come.
Some timber items are restricted where they are untreated or bark is present. Garden furniture, log stores and rustic items are the usual candidates, so raise them at survey, not at the port.
Away from the centre the international removals routes run through woodland, and many properties sit at the end of a gravel drive with trees on both sides. Width is usually workable and the surface is the question.
Gravel is harder on a loaded trolley than tarmac and it lengthens every trip between door and vehicle. Where the drive is long, the crew may work with a smaller vehicle at the house and transfer at the road.
Overhanging branches matter on wooded approaches in the same way they do anywhere, so mention them. A photograph taken standing at your gate looking towards the road answers most of it.
Volume and destination set the shipping. Garden contents add volume that people rarely count, and cleaning is your time, not a charge.
