Reading and Slough are the tightest, with dense terraced streets, controlled zones and heavy resident parking pressure. Windsor adds tourist traffic on top. West Berkshire is the loosest and the most rural.
The M4 runs the length of the county and connects to the M25 at its eastern end, which puts Southampton, London Gateway and Tilbury all within a comfortable run. No part of Berkshire is badly placed for a container.
Which terminal your sailing uses is decided by the shipping line and not by geography, so ask instead of assuming. From here the honest answer varies by destination, and the difference in road time between the realistic options is small enough that it rarely drives the decision.
