To qualify you generally need to have lived outside the EU for at least 12 consecutive months and to have owned and used the goods for at least six months before the move, and the goods must be for your personal use, not for resale. New items are taxed, with IVA at 21% on the mainland and the Balearic Islands.

The relief is claimed on the Spanish import declaration (DUA), and a customs agent in Spain usually handles it. You'll typically need a detailed inventory in Spanish with values, a certificate of change of residence or consular discharge (baja consular), your municipal registration (empadronamiento), and your NIE or TIE, plus an EORI number. Goods should be imported within the time limits set by customs, and items cleared under the relief shouldn't be sold or lent for twelve months.
