In short: Forces moves to Germany work differently from civilian ones. US and other NATO personnel move under Status of Forces Agreement (SOFA) rules, which change how customs is handled, so your goods do not follow the standard Form 0350 route. Almost all UK to Germany road freight crosses at the Channel Tunnel from Folkestone or by ferry from Dover to Calais or Dunkirk. From there the standard corridor runs east through Belgium on the E40, crossing into Germany near Aachen and joining the A4 and A3.
